Regulatory Updates for Cambodia
Type approval in Cambodia
In Cambodia, TRC approval refers to the Telecommunications Regulator of Cambodia (TRC) approval. The TRC is the national regulatory authority for telecommunications and broadcasting in Cambodia. This approval is required for various activities related to the telecommunications industry, such as:
Licensing of Telecom Operators: Companies that wish to operate telecom services (such as mobile networks, internet service providers, and other communication services) need to obtain TRC approval. This includes licensing for service providers and infrastructure operations.
Importation of Telecommunications Equipment: Businesses that plan to import telecommunications equipment (such as mobile phones, satellite dishes, or other communication devices) into Cambodia must get TRC approval to ensure the equipment complies with local standards, regulations, and security protocols.
Spectrum Management: The TRC is responsible for managing the radio frequency spectrum
in Cambodia. Companies seeking to use specific frequencies for their services must obtain
TRC approval.
Regulation of Telecom Services and Compliance: The TRC monitors telecom operators to
ensure they comply with the regulatory framework in terms of service quality, pricing,
consumer protection, and security.
Essentially, the TRC’s role is to ensure that Cambodia’s telecom sector is well-regulated,
competitive, and secure. Companies seeking to operate in the telecom sector or import related products must interact with the TRC for approval and compliance with national regulations.
- TRC type approval requires acceptable CE reports.
- Local representative required. If the manufacture does not have one, CSIA can provide this service.
- Certificate is valid for 5 years.
- Lead time is approximately 3-4 weeks from the time all documents and samples have been collected.

The TRC sent out a notification on the disconnection, processing and resale of the user's mobile phone number and deduction from the mobile phone account account in violation of applicable laws and regulations.
July 2024
The TRC updated the list of operators operating telecommunications services (as of July 2024).
